看起来您的apache-11.pom无效。打开它并验证内容。我的开始是：
看起来这里有一个html文件（可能是404错误页？）。如果是这样，请尝试移除
~/.m2/repository/org/apache/apache/11/目录和运行make再一次。构建过程应该拉下一个新的pom。
