Hi I have this same error on a Colab notebook.
The version of cuda is : 11.2
verified with:
! nvcc --versionnvcc: NVIDIA (R) Cuda compiler driver

Cuda compilation tools, release 11.2, V11.2.152

Paddle version I'm installing like so:
