我也遇到了同样的问题,我找到的唯一有效的解决方案是将Apache降级到使用OpenSSL v1.1而不是v3的2.4.54版本。
到现在我不知道是否还有其他方法来解决它。
2023年4月9日添加:看起来@SECLEVEL=0在SSL v3中很有用。我已经测试过它在apache 2.4.56中工作。
