您应该保留before_action :authenticate_user!，以使默认情况下所有控制器操作都不公开
如果你需要在某个控制器中公开一个动作，那么在特定的控制器中，比如你的PagesController，你可以跳过一个before_action，比如

class PagesController < ApplicationController
      skip_before_action :authenticate_user!, only: :home

      def home
      end
    end
