echarts formatTime undocumented

What problem does this feature solve?

Apparently there is user-facing functionality to format dates hiding at echarts.format.formatTime . However, this is not documented in the API documentation. References to it elsewhere are scarce and hard to find, but this seems like very useful functionality that users would like to reuse to format dates.

Same situation with echarts.time.format in v5, where I can't find the docs especially for the string templates.
