Steps to reproduce
1.时间选择器，选择开始时间结束时间日期一致，均为2020-05-27日；
2.开始时间的小时手动输入23（注意是手动使用键盘输入），点击确定；
3.尝试使用结束时间的小时选择21之前的数据
What is Expected?
结束时间的小时可以选择21之前的数据（我期待的是与鼠标选择的类似，鼠标选择开始时间为2020-05-27 23:00:00，然后选择结束时间为2020-05-27 21:00:00是可行的）
What is actually happening?
实际2020-05-27 23:00:00之前的时间被禁用了，只能选择2020-05-27 23:00:00之后的时间
