Steps to reproduce
使用el-table,使用固定列属性 fixed, 然后使用表尾合计show-summary，当表格宽度不够时，出现横向滚动条，左侧固定列部分无法选中拖动

希望左侧列也可以进行拖动操作

左侧固定列不能拖动
